DEFINING TIME AND COST INDICES FOR SEMICONDUCTOR FACILITIES

ABSTRACT
With the incredible progress in the micro-electronics industry, higher demands and stricter requirements are facing construction of clean manufacturing facilities. These cleanroom construction projects are characterized by their aggressive schedule, real budget limits, fast-track nature, and high degree of uncertainty. Effective project management should be enforced to achieve project success. Pre-project planning and project control are two indispensable components of effective project management. Pre-project planning usually has more influence on the final project outcome, but in reality, receives far less attention than project control.
The Construction Industry Institute (CII) has conducted various research studies on pre-project planning for conventional capital facility projects and has also substantiated positive correlation between pre-project planning and project success for conventional projects. However, the particular nature and planning needs of clean manufacturing facility projects may differentiate their pre-project planning process from that defined by CII. Based on understanding the current thinking of three major players (Owner, A/E, and GC/CM) involved in clean manufacturing facility projects through a research survey, this research has defined pre-project planning for clean manufacturing facility projects, identified two possible pre-project planning scenarios (CPpA and CAPp) utilized on these projects, and established a framework for a pre-project planning procedure for clean manufacturing facility projects.
