COST AND TIME BENCHMARKING IN SEMICONDUCTOR MANUFACTURING FACILITIES CONSTRUCTION

ABSTRACT
With the costs of a completed semiconductor manufacturing facility now exceeding $1 billion, owners want new semiconductor manufacturing facilities to be constructed in less time, for less money, and with higher performance standards. The problem confronting most owners is a lack of a standard with which the performance of a facility project can be gauged. That is, no standard system is available that can quantify the cost and schedule of a semiconductor manufacturing facility based on size, number and redundancy of the systems, and technology of the facility. The Construction Industry Institute (CII) and Semiconductor Manufacturing Technology (SEMATECH) have conducted benchmarking research, but the studies do not satisfy the objectives of the semiconductor industry. A data collection tool, a survey, was developed to assist with the quantification by establishing definitions of various systems and elements of a semiconductor manufacturing facility, forming the basis of this benchmarking study. This research also presents some quantified metrics based on the analysis of the data obtained for ten facility construction projects.
